Rules

of military training under the programs of reserve officers

and reserve sergeants

 

Chapter 1. General provisions

 

1. These Rules of military training under the programs of reserve officers and reserve sergeants (further - Rules) determine the procedure for military training of a military-trained reserve.

Military training of citizens for military service under the program of reserve officers is carried out in military registration specialties on the basis of the received higher professional education, with the aim of forming a military-trained reserve of the Republic of Kazakhstan, as well as additional recruiting of primary officers of the Armed Forces of the Republic of Kazakhstan (further - AF of RK).

Military training of citizens for military service under the program of reserve sergeants is carried out in military registration specialties in order to form a military-trained reserve of the Republic of Kazakhstan, as well as additional recruitment of sergeant positions of AF of RK.

The following concepts are used in these Rules:

information and image work - organization of events to improve the image of AF of RK, the prestige of the military profession;

military training program - a set of planning documents for each military specialty, on the basis of which citizens are trained for military service according to the programs of reserve officers and sergeants;

average grade point – weighted average assessment of the student during the period of study at the Military Department;

the educational material base of the military department (further - EMB) is a complex of material and technical means, buildings and structures that provide training for reserve officers and reserve sergeants from among students in established specialties. The EMB of the military department should ensure the high-quality conduct of all classes provided for by the curricula and programs, the complete assimilation of the studied material by the students, their acquisition of command, methodological, practical skills and competencies;

“military day” method– the time allotted by the head of the organizations of higher and (or) postgraduate education (further - OHPE) for the organization of military training in accordance with the daily routine of the military department;

military-patriotic work - organizing events to form students’ feelings of patriotism, devotion to the Republic of Kazakhstan, willingness to sacrifice themselves in the interests of the state, as well as holding military-patriotic events in educational organizations, public associations and state bodies;

ideological work - organization of events to promote the foundations of state ideology;

schedule – basis of planning activities and distribution of study time at the military department;

educational and methodological commission - an advisory body on educational and methodological, scientific and methodological activities of the military department;

psychological work - the organization of activities for the formation, development and maintenance of moral and psychological qualities necessary when performing tasks in any conditions of the situation, countering the negative information and psychological impact on personnel;

students - citizens of the Republic of Kazakhstan studying at OHPE in full-time education;

internal order - the rules for maintaining internal order in relation to the requirements of the general military regulations of the Armed Forces, other troops and military formations of the Republic of Kazakhstan established for the military department, approved by the head of the military department.

Military training of students is an additional type of training and consists of theoretical and practical training courses. 588 academic hours are allocated for military training under the program of reserve officers, of which 360 are theoretical training and 228 are practical training.

For military training under the reserve sergeant program, 294 academic hours, of which 180 - theoretical training and 114 - practical training

At the same time, young men undergo the practical part of the training in the field (training camps), and girls on the basis of the OHPE or military units (professional practice).

The military training program is approved by the heads of the structural divisions of the Ministry of Defense of the Republic of Kazakhstan (further - MD of RK), the General Staff, types and branches of the Armed Forces of the Republic of Kazakhstan, in whose interests students are trained.

The general management of military training is carried out by the MD of RK in conjunction with the head of the OHPE. The direct management of military training is carried out by the head of the military department, selected, appointed and commanded by the Minister of Defense from among the military personnel, and from the number of employees (reserve officers, retired) by the head of the OHPE in agreement with the leadership of the MD of RK.

MD of RK monitors the organization of military training at the military department, the selection, appointment and secondment of military personnel, in agreement with the head of the OHPE, to the positions of the teaching staff (further - TS) and engineering and technical personnel (further - ETP) of the military departments.

For appointment to the posts of TS, including the post of deputy head of the military department, it is mainly retired and reserve officers who have a military service of at least 10 years, and for appointment to the posts of ETP - from among the most trained officers or sergeants dismissed from the military service in the reserve or retirement, with the exception of those dismissed for negative reasons.

MD of RK in order to ensure a high-quality level of military training at the military department, in agreement with the head of the OHPE, a schedule is drawn up for the TS to take advanced training courses in educational institutions of the Republic of Kazakhstan.

7. Military training under the program of reserve officers is carried out on a state educational order and on a paid basis, the cost of training on a paid basis does not exceed the cost of training on a state educational order. Military training under the program of reserve sergeants is carried out on a paid basis, the cost of training does not exceed the cost of training under the state educational order for military training under the program of reserve officers.

For training on a free basis on a state order, students of the OHPE are allowed who have military departments that have passed the conditions of the competition, and for training on a paid basis, students who have also passed the conditions of the competition recommended by the commission in accordance with the number of places allocated to the military department. Students admitted to study at the military department are potential candidates for military service by conscription and take a corresponding obligation in the form, according to appendix 1 to these Rules.

For training students on a paid basis under the program of reserve officers, the head of the OHPE, in agreement with the MD of RK, allows students of other OHPE to study at the military department.

For training under the program of reserve sergeants, the heads of the OHPE, which have military departments, allow to study students of other OHPE.

For training at military departments, annually, in any form, a recruitment plan is developed and approved by the Minister of Defense of the Republic of Kazakhstan.

The structural unit of the MD of RK, which oversees organizational and mobilization work, proceeding from the mobilization need and the need to accumulate a military-trained reserve, calculates the annual need for training students at military departments in military registration specialties and sends them to the structural unit in charge of issues by February 1 of the year of recruitment military education.

The recruitment plan is developed annually by the structural unit in charge of military education, in accordance with the annual need for training students at military departments, taking into account the applications of the general military education, the profile and capabilities of the training and material base of military departments in the relevant military registration specialties.

When forming a recruitment plan, it is allowed to redistribute the allocated places in order to bring the number of students in a certain military accounting specialty to a value that allows creating at least one training platoon.

The recruitment plan is sent to the chiefs of military departments before April 1 of the year of selection.

Changes and additions to the Recruitment Plan are approved by the Minister of Defense of the Republic of Kazakhstan after agreement with the Deputy Minister of Defense of the Republic of Kazakhstan in charge of military education, and within 5 working days after approval is sent to the heads of military departments.

 

 

Chapter 2. Selection of students for training at the military department

The selection of students for training at the military department is carried out annually by the selection committee on the basis of a competition in accordance with the recruitment plan.

Acceptance of documents by the military department ends 10 working days before the start of the work of the selection committee.

The reception of documents by the military department ends 10 working days before the start of the work of the selection committee.

Students under the age of 24 for the year of the competition are allowed to participate in the competition.

The competition for the selection of students for training at the military department is carried out in four stages:

the first stage - passing a medical examination in accordance with the Rules for conducting military medical examination and the Regulations on the bodies of military medical examination in AF of RK, approved by order of the Minister of Defense of the Republic of Kazakhstan dated July 2, 2015 No. 373 (registered in the Register of State Registration of Regulatory Legal Acts of the Republic Kazakhstan under No. 11846);

the second stage - conducting professional psychological testing;

the third stage is a check of physical fitness;

the fourth stage - competitive selection, carried out in accordance with the calculation of the rating score, compiled and approved by the head of the OHPE.

The passage of each stage of the competition is allowed only once.

The rules of work of the selection committee are determined by the management of the OHPE, according to the academic calendar.

The work of the selection committee begins no later than 10 working days after the end of the summer session, according to the academic calendar of the OHPE.

  In order to form a high-quality reserve of specialists necessary for manning the AF of RK, the composition and terms of work of the selection committee are determined by the First Deputy Minister of Defense - Chief of the General Staff of the Armed Forces of the Republic of Kazakhstan (further – FDMD – CGS of the AF of RK).

The selection committee consists of an odd number of members (at least 5 people), which includes:

 

chairman of the commission - head of the Military Department;

the deputy chairman of the commission - an officer of AF of RK, determined by the structural unit in charge of personnel issues;

a serviceman of the military police body of the AF of RK;

representative of the department of physical education and sports, OHPE;

a representative from among the teaching staff of the OHPE (not a military department), determined by its head.

The secretary of the commission is appointed by a representative of the military department of the OHPE (without the right to vote).

Proposals on the terms of work and the composition of the selection committee are sent by military departments to the Ministry of Defense of the Republic of Kazakhstan no later than April 1 of the year of admission.

For training under the training program for reserve officers, documents are accepted from first-year students (with 4-year training) and second-year students (with 5 years of training).

For training under the training program for reserve sergeants, documents are accepted from students of the first, second (with 4-year training) and the first, second, third year (with 5-year training).

Military training ends with a training camp (professional practice) one year before the end of training at the OHPE.

A student who has expressed a desire to participate in the competition for training at the military department draws up an application in the form in accordance with Appendix 2 to these Rules with the addition of documents according to the list in accordance with Appendix 3 to these Rules.

To undergo a medical examination, students are issued at the military department issued medical examination cards (further - form 7). Medical examination of students is carried out in the local military administration from February 1 of the year of admission. To participate in the competitive selection, the results of the medical examination in form 7 are submitted to the military department no later than 10 working days before the start of the work of the selection committee.

Students who have not passed a medical examination are not allowed to the competition.

Physical fitness of students is assessed by the results of passing the standards for physical culture, in accordance with Appendix 4 to these Rules. Students who did not score 8 points on the sum of passing the three standards are considered to have not passed the stage of the competition.

Professional psychological testing of students is carried out in the computer classes of the OVPO and includes checking the level of motivation, stress resistance, critical and logical thinking.

The results of passing the professional-psychological selection and physical fitness are taken into account in the statement, which are signed by the members of the commission.

Meetings of the selection committee are held in accordance with the work plan approved by the chairman of the selection committee and are accompanied by the execution of a protocol in the form, according to Appendix 5 to these Rules, with the adoption of one of the following decisions: "admit to military training", "recommend for training on a paid basis "," Refuse ".

The decisions are taken by a simple majority of votes. In case of equality of votes, the vote of the chairman of the selection committee is decisive.

Students who are ranked from the first number to the number corresponding to the number of allocated places according to the recruitment plan are admitted to the military department for training on a free basis.

A student who does not agree with the result of the stages of the competition, on the same day, applies with a written statement (in any form) to the chairman of the selection committee.

The decision of the selection committee on the merits of the application, drawn up in the minutes, is made within 1 calendar day from the date of receipt of the application with the formulation "satisfy" or "refuse".

The results of the competition are posted until 17.00 the next day after the end of the work of the selection committee at the information stand of the military department.

 

 

Chapter 3. The educational process at the Military Department

 

The head of the structural unit in charge of military education issues approves the work plan of the military department for the academic year, working curricula for disciplines (syllabuses), plans for improving the educational material base of the military department, educational and military-patriotic work, long-term and annual plans for advanced training of TS.

The planning of the educational process ends no later than two weeks before the start of the school year.

Planning the educational process is a set of measures for the development of documents regulating the activities of the military department.

The military training of students is organized and carried out under the guidance of a teacher of the military department by the "war day" method. The duration of training sessions is 6 academic hours per day, except for the days of being at the training camp (professional practice). Duration of independent work is 2 academic hours. One academic hour in OHPE and at the training camp (professional practice) is 50 minutes.

The beginning and end of the academic year for military training is determined on the basis of the OHPE curriculum calendar. The timing of training camps is determined by the FDMDO-HMD of the AF of RK.

The staffing table of the military department is developed by the head of the military department on the basis of the recruitment plan and is coordinated with the department of the Ministry of Defense of the Republic of Kazakhstan in charge of military education. The staffing table is approved by the head of the OHPE. The staffing table provides for positions directly responsible for the storage and operation of training weapons and military equipment (positions of a master of industrial training, head of a laboratory, etc.). The calculation of the volume of the teaching load of the teaching staff of the military department is established according to the norms approved by the OHPE.

 

 

Chapter 4. Passing the training camp (professional practice)

 

The training camp (professional practice) of students is the final stage of military training. The training camp (professional practice) is carried out using the educational material and technical base of military units (institutions), military educational institutions, with the aim of practical training and improving the command, methodological skills of students mastered in the study of the theoretical course of military training.

 The training camp (professional practice) for students enrolled in the reserve officers program is carried out in two stages:

the first stage - 90 academic hours on the basis of the military department;

the second stage - 138 academic hours using the training material base of military units, military educational institutions in accordance with the schedule approved by the FDMDO-HMD of the AF of RK, developed by the structural unit in charge of combat training on the basis of applications from military departments.

A schedule with an indication of the dates and locations of the training camp (professional practice) is approved by the FDMDO-HMD of the AF of RK until April 30 of the year of passage. It is allowed to change the timing and place of the training camp (professional practice), in the event of an emergency (epidemiological, man-made) situation. For a prompt response, in agreement with the commander of a military unit (institution), the leadership of military educational institutions, a remote form of training (professional practice) is allowed, formalized by the decision of the OVPO leadership.

Students who are positively characterized at the place of study and who do not have arrears in their current academic performance and tuition fees are admitted to the training camp (professional practice).

Accommodation and meals for students are organized in barracks or field camps, equipped in accordance with the requirements of the Charter of the Internal Service of the Armed Forces, other troops and military formations of the Republic of Kazakhstan, approved by the Decree of the President of the Republic of Kazakhstan dated July 5, 2007 No. 364, as well as food supply standards, feed, equipment, tableware and food service equipment of the Armed Forces of the Republic of Kazakhstan for peacetime, approved by order of the Minister of Defense of the Republic of Kazakhstan dated June 18, 2015 No. 353 (registered in the Register of State Registration of Normative Legal Acts under No. 11844), regardless of the form training (free, paid). The provision of meals for students studying on a paid basis is carried out by OHPE.

Students during the training session (professional practice) are involved in the service in an internal dress. For the practical performance of the internal service, grades are given in the register of occupations, educational and military-patriotic work (in any form).

Involvement of students during the course of their training session (professional practice) for household and other work not related to the provision of the educational process is not allowed, the exception is the announcement of emergency situations.

Students who systematically violate discipline during the course of the training camp (professional practice), evading it, at the suggestion of the head of the military department, by order of the head of the OHPE, are removed from military training.

In the military units and institutions of the Ministry of Defense of the Republic of Kazakhstan, to which military departments are assigned, the heads of military departments annually before October 1 send applications (in any form) for inclusion in the combat training plan and the provision of weapons, military equipment, ammunition, road transport, educational training complexes and means, as well as other types of material and technical and food support for the period of the training camp (professional practice). Applications are specified 3 months before the start of the training camp (professional practice).

Heads of military educational institutions, commanders of military units (institutions) on whose basis training sessions are held (professional practice), assist in organizing, ensuring the quality of training sessions (professional practice), in taking the military oath and control the conduct of training sessions (professional practice).

Study fees (professional practice) end with the taking of the military oath by students.

At the end of the training camp (professional practice), unit commanders make up a service description for each student (in any form).

The duration of the study week at the training camp (professional practice) is 6 working days. The academic day is 8 academic hours, on the pre-weekend (pre-holiday) days - 6 academic hours, time is provided for educational and military-patriotic work, training and information.

When conducting tactical (tactical-special, tactical-combatant) and special exercises, shooting, training in driving combat vehicles, carrying out routine maintenance, the duration of training time is not regulated.

 

 

Chapter 5. Educational and military-patriotic work

at the military department

The plan of educational and military-patriotic work (hereinafter referred to as the Plan) is developed by the military department for the academic year together with the units in charge of educational work in the OHPE and approved by the head of the OHPE two weeks before the start of the academic year.

The Plan includes the following sections:

Military and patriotic work;;

education of leadership qualities;

ideological work and information countermeasures;

psychological work;

information and image work;

information and image work.

Activities for educational and military-patriotic work of students are carried out in the course of classes and during the hours stipulated by the daily routine at the military department, as well as outside school hours, in conjunction with other departments, faculties of military-educational establishments, public organizations, military units and institutions.

A report on the work performed is submitted in the established order at the end of each academic semester to the structural unit in charge of military education.

 

 

Chapter 6. Educational and material base

rovision of military departments with military equipment, samples of training weapons and military equipment, ammunition, instruments, apparatus, tools, spare parts for military equipment, departmental regulations and legal acts, topographic and nautical maps, military educational literature is carried out in accordance with the Government decree Of the Republic of Kazakhstan dated November 6, 2019 No. 832 "On approval of the Rules for the transfer, sale, liquidation through the destruction, disposal, burial and processing of unused property, as well as the provision of property lease (lease) of unused defense facilities", through military units and institutions of the Ministry of Defense of the Republic of Kazakhstan to which they are assigned.

Organization of military training, creation of the necessary educational material and technical base, ensuring the safety of weapons and military equipment, observance of the secrecy regime is entrusted to the head of the military military defense.

For the organization of military training, the head of the OVPO provides military departments with the necessary means and infrastructure, taking into account the specifics of training in military registration specialties:

1) the allocation of an isolated classroom fund that meets building codes and regulations, fire safety, security and has the technological ability to conduct communication lines, as well as samples of weapons, military and other equipment suitable for installation, necessary for conducting classes:

creation of a special library with a library fund, reading rooms, equipped with computers with Internet access;

textbooks and teaching aids, educational methodological and other necessary documents, material and technical means;

 equipping rooms for storing weapons and ammunition in accordance with the requirements of the governing documents;

creation of a separately equipped parade ground, not combined with other sites (sports, for parking lots and others);

providing qualified teaching staff and engineering and technical personnel;

organization and provision of meals for students, when passing training camps and professional practice;

creation of special educational and training complexes, training camps (tactical, fire, engineering, radiation-chemical, biological, sentry, radio ranges, miniatures - ranges), shooting ranges and other facilities intended for working out programs for general military and special training, and also training workshops, car garages, park elements, warehouses for storing military equipment, instruments, military training and other property;

reimbursement of expenses of military units and institutions of the Ministry of Defense of the Republic of Kazakhstan during training camps and professional practice by students studying on a reimbursable basis. Including the costs of food, bath and laundry services, ammunition, fuel and lubricants, operating costs of weapons and military equipment, barracks and housing stock.

Military departments, if necessary, use in the educational process the field training base of military units (institutions) and military educational institutions of the MD of RK.

The educational premises allocated to the military department are equipped according to the disciplines of the training programs and are used only for classes and independent work of students in military training.

Classrooms, laboratories and other educational premises are equipped with technical teaching aids, service models of weapons and military equipment, instruments, units and their mock-ups.

It is not allowed to use the objects of the educational material base of the military department for activities that are not related to the educational process, measures for educational and military-patriotic work.

The number of classrooms is determined depending on the number of trainees and the established military specialties.

The development and improvement of the educational material base of military departments is carried out on the basis of long-term, annual plans in accordance with military registration specialties.

When carrying out military training, OHPE ensures the purposeful and effective use of budgetary funds allocated within the framework of the state educational order for the program of military training of citizens and the funds received by OHPE from teaching students military training on a paid basis.

A report on the implementation of the activities of the EMB improvement plan is sent to the structural unit in charge of military education issues along with a report on the readiness of the military department for the new academic year.

 

Chapter 7. Evaluation of educational achievements, students and passing final examinations

 

The academic achievements of students in all types of control, during the test-examination session and the final exam, are assessed according to the point-rating system for assessing knowledge, developed by the military department in relation to the system used in the OHPE.

The current control of progress is carried out on each topic of the academic discipline in order to determine the level of their theoretical and practical training and is carried out by various forms of control.

The mastery-examination session is held in accordance with the working curriculum.

The form of control for each academic discipline is an exam (test), for laboratory, computational and graphic assignments, term papers (projects), all types of practices is defense.

Examinations (credits) are conducted in written, oral, test, practical or combined form.

Students who do not have arrears in their current academic performance and tuition fees are admitted to the exam.

Acceptance of exams, defense of laboratory work, calculation and graphic assignments, term papers (projects) is carried out by a commission appointed by the head of the military department with the direct participation of the head of work (assignment, project). To conduct the exam orally or in writing, exam tickets are developed in cycles in the form, in accordance with Appendix 6 to these Rules.

Exam tickets are discussed at a meeting of the educational and methodological commission of the military department and approved by the head of the military department. Each exam ticket consists of three questions, one of which is practical. Examination cards are issued for the number of students in excess of the number of students in a platoon by 30%.

The choice of tickets by students is carried out using electronic systems (programs).

During the exam, students can use military equipment or its conventional image and other teaching materials. A student using unauthorized support materials in the exam is removed from the exam with an unsatisfactory mark.

Re-passing the exam, the timing, the composition of the examination committee is established by order of the head of the military department.

Retaking the exam is allowed no more than once, no earlier than a week, after the end of the intermediate certification.

The marks obtained in the exam are taken into account in the examination sheet in the form, in accordance with Appendix 7 to these Rules.

The examination sheet is drawn up in one copy per training platoon and signed by the head of the military department.

A student who has not cleared his academic debt before the start of the new academic period is subject to suspension from military training.

When conducting a test-examination session on an academic discipline, the mark obtained on the exam and the average score of the assessment of the current control of progress during the academic period are taken into account.

The final exam is the final stage of military training and checking the degree of mastering by the student of the training program for reserve officers and reserve sergeants, and includes testing knowledge, skills, practical skills, competencies in the scope of the training program.

Students take the final exam in accordance with the working curriculum in the major disciplines. Questions submitted for the final exam are considered at the educational and methodological commission, approved by the head of the military department and communicated to students no later than three months before the start of the exam.

For the preparation and conduct of the final exam under the program of reserve officers and reserve sergeants, 3 working days are allocated (2 working days for preparation and 1 working day for passing exams)).

For the preparation and conduct of the final exam under the program of reserve officers and reserve sergeants, 3 working days are allocated (2 working days for preparation and 1 working day for passing exams).

The theoretical part of the final exam is taken in classrooms and practical on the ground and training grounds, in parks, fire and special towns, specialized classes (laboratories).

The final exam is held at the final stage of the training session (professional practice) using the necessary training material base. If it is impossible to organize the reception of the final exam at the place of the training camp (professional practice), the reception is organized at the military department.

The graduation certification commission is subdivided into subcommittees for each military specialty.

 The composition of the commission consists of an odd number of members (at least 3 people), appointed by the order of the head of the OHPE on the proposal of the head of the military department.

Students who have not passed the final exam in military training are allowed to retake only a year later during the final examinations at the military department.

In case of disagreement in assessing the knowledge of the examinees, the final decision is made by the chairman of the graduation certification commission.

The results of passing the final exam by each training platoon are drawn up at the meeting of the graduation certification commission by the minutes of the meeting of the graduation certification commission in the form, in accordance with Appendix 8 to these Rules.

A report on the work for the academic year, the results of the training camp (professional practice), the final exam is sent to the structural unit of the Ministry of Defense of the Republic of Kazakhstan, in charge of military education, within 10 working days after their completion.

Students who have completed the full course of military training under the program of reserve officers and passed the final exams, upon graduation from the OHPE, are presented for the assignment of the military rank "lieutenant of the reserve", "lieutenant of the medical service of the reserve".

Students who have completed the full course of military training under the program of reserve sergeants and passed the final exams are presented for the assignment of the military rank "junior sergeant of the reserve", "junior sergeant of the medical service of the reserve".

 

Chapter 8. Removal from military training, change in the form of training, transfer and restoration

 

Removal from military training is carried out by order of the head of the OHPE on the following grounds:

on academic failure;;

for violation of the internal order approved by the head of the OHPE;

for missing 12 hours of training during the academic period;

of their own free will;

for health reasons;

in connection with expulsion from an educational institution;

for non-payment of tuition fees (in the case of tuition on a paid basis).

Students suspended under subparagraphs 1) - 6) of paragraph 74 of these Rules cannot be reinstated in military training. Suspended in accordance with subparagraph 7) of paragraph 74 of these Rules, upon payment of tuition fees on a paid basis within one month from the date of the issuance of the order of suspension, are admitted to further military training.

Students undergoing military training and sent by order of the head of the OHPE for training in other OHPE (including foreign states) during the period of study on academic mobility programs are not suspended from military training, and students who have been granted academic leave are suspended from military training while on academic leave. At the end of the academic leave, by order of the head of the OHPE, students are restored to study at the military department.

The transfer of a student of the military department from one military educational institution to another is carried out in the first semester of study at the military department in the presence of a vacant place.

Enrollment in the military department is carried out by order of the head of the OHPE, to which the student is transferred.

The obligation is drawn up in print in 2 copies and 1 copy is made out with his own hand. A handwritten copy and one printed copy are sent to the HR Department of the Ministry of Defense of the Republic of Kazakhstan. The second copy is filed in a personal file.
